PfSense & Unifi Controller

So my network consists of a pfSense box, HP Procurve Switch, and 3 VLANS configured.
My switch has VLAN 10,20, and 30 with 30 being the VLAN for WIFI. pfSense has 3 VLANs setup in a identical sense and I have DHCP running on the VLAN for WiFi.
My issue that I'm having is that when I connect to the Unifi Controller I get a 169.x.x.x IP address but if I connect a laptop to the switch on the same VLAN as the WIFI I can get a IP address perfectly fine.
I'm looking for advice to move ahead in how to get it so that when I connect to my AP that I get an IP address. I realize that the IP address has to come from the VLAN on the pfSense box as the AP does not have a DHCP controller.
When looking at logs I see this:
Apr 25 12:01:51 dhcpd DHCPOFFER on 10.0.3.108 to (mac address) (hostname) via vlan.30
Apr 25 12:01:51 dhcpd DHCPDISCOVER from (mac address) (host) via vlan.30So I'm confused to as why my laptop is not accepting the offer? Or getting the IP

How you run the Unify Controller? Where is controller localted ? switch? computer?
Is it a Unify Cloud key ?

did you offer ip helper-address a.b.c.d on unifi controller?
