Hello, I'm using pfsense 2.3.4. I have two WAN's and 13 VLANs. I tried limiting bandwidth for each VLAN by limiters but…

For example: I created limiter, each two (up and down) for each vlans (1.jpg). On firewall rules I assigned in/out pipes (2.jpg). And... Limiters work, but always i get a half max speed defined in limiter. Why? When i disable limiter, bandwitdh grow up (to limit port on switch). What I'm doing wrong?

I tried also with this guide: https://www.gridstorm.net/pfsense-traffic-limiting-fair-share/, but effect was the same.

      Any suggestions?

That's how mine is set and it works as expected limiting my guest wi-fi at home to 5Mbit Up / Down.
