Layer 7 qos and traffice shaping

Has anyone any option regarding layer 7 (application layer) qos and traffice shaping app that can easily controll traffic floweg allow skype and block viber and slow down http/https data ... something like that .ntop is good for viewing the data in network but making firewall fules for those application in very hard . tried it with squid but node apps are havin issues regarding socket io and delay pools are very hard to manage.
