i have my pfsense1 which is connected to a router (it goes through this router to connect to the internet). I made my routing at my router that indicates a route to the WAN of Pfsense 1 = 192.168.1.1

I add PfSense2 (Failover), its WAN address: 192.168.1.2
and the virtual IP address for both PfSense is: 192.168.1.3

so I have internet on my Pfsense 1 (because it is routed) but not yet connection in my PfSense 2 (because it is not yet routed).
so for my routing on the router, I have to put a static route to 192.168.1.3 (the virtual address), right?

Yes, just change the route to direct the traffic to the virtual IP.
