Squid error

I'm having difficulty with the traffic management section of Squid. My problem is when I try to set overall bandwidth throttling or per-user throttling I get:

Warning: fopen(/var/squid/acl/throttle_exts.acl): failed to open stream: No such file or directory in /etc/inc/pfsense-utils.inc on line 307 Warning: fwrite(): supplied argument is not a valid stream resource in /etc/inc/pfsense-utils.inc on line 308 Warning: fclose(): supplied argument is not a valid stream resource in /etc/inc/pfsense-utils.inc on line 309 Warning: Cannot modify header information - headers already sent by (output started at /etc/inc/pfsense-utils.inc:307) in /usr/local/www/pkg_edit.php on line 215

It keeps the setting even after a reboot, but it doesn't limit the bandwidth. Any ideas?
