l2tp/ipsec force client to use pre-sharedkey

Hi All,
I've configured a L2TP/VPN with a Pre-Shared Key on my PfSense and it works correcty but i noticed that when the client does not provide the shared key he can establish a connection anyway!
My question is: How to force the clients to provide the pre-shared key?

Your going to have to give us a bit more to go on vs just saying you have setup l2tp/ipsec..
