Limit wan speed

I seem to have bypassed my low cap on my awful cable provider, since they have an area lock-in i cant switch to another cable provider. I have to wait for a fios buildout, but no idea when that will be.

So i have 14 days until my new month starts, i would like to temperaraly limit my download speed to say 3mb until the new month starts. Can anyone tell me how i would do that?
