      BACKGROUND

Rather than try to add host overrides for every NTP query hostname from every device on my LAN (e.g. time.apple.com), I am looking for a way to redirect ALL NTP requests on my LAN to my pfSense NTP server.

      QUESTIONS

Does this rule accomplish what I want? Or is there a better way?

        No.

https://www.netgate.com/docs/pfsense/dns/redirecting-all-dns-requests-to-pfsense.html but changing the Port to 123 could work.

Your problem is the dest. address. You don't want "WAN address" but simply any address on the internet. WAN address would only be the WAN IP of your pfSense. That's why you'd set it to sth. like "NOT LAN network" to catch them all as described in the Link @Grimson posted.

If you're interested, I'm available to discuss details of German-speaking paid support (for companies) if needed.
