Rule 1 works perfect

Rule 2 gives me "Safari cannot open page because it could not establish a secure connection to the server"

Check the configuration of your server, this has nothing to do with pfSense or the port forward.

I have a Docker container running on a Ubu 18.04 machine. The container is forwarding port 8123:8123.

Should install the cert on the Ubu machine???

Pretty sure many a browser going to complain if connection isn't https right..

Your connection being http or https on whatever port has nothing to do with pfsense.
