IPSec VPN Routing Issue

Hello,
I'm setup an IPSec VPN (2.3.2-RELEASE) between two OpenStack environments and the two pfsense boxes connect but I am unable to tunnel traffic through them.
Below is the setup (mirrored with the other box-with the corresponding IP ranges):

Can anyone give any pointers to where I may be going wrong?

You have "Responder only" checked on both sides? If so, the tunnel can never establish as neither side will try.
And also: Upgrade.

2.3.2... I just don't get this.. Why would you not be on at least 2.3.5p2? 2.3.2 is no longer supported.. And to be honest the 2.3.x line is EOL here soon.. Like tmrw ;)
