BUG: is not possible to define a tagged rule without a new tag

If I define a tag into a rule to mark a packet,
pfsense doesn't store the tagged mark into another rule if the tag field is empty.

Workaround:
store the same mark into the tag field.
The rule become:
pass …. tag makstring tagged markstring

Please the not working Config.xml and /tmp/rules.debug.
It is possible to use tag and tagged separately.
