I am trying to set up 1 WAN with block ip's

My ISP guides tell me the IP's Block must be on new virtual interface with ip 18.104.22.168 and Gateway 22.214.171.124
Is there any way /possibility to create a virual interface or the only way is to use virtual IP's?
Is there anything that I miss?
