No web configurator if wan unplugged

dear all,

I am very new to pfsense and have set it up as a vpn gateway using openvpn. on port 1 it is connect to my wan router (with static ip) and on port 2 it is connected to lan interface (different subnet with static ip)
if both wires are plugged web configurator can be opened - if wan is unplugged I am not able to log in to the web configurator.

Am I missing an option to set?

That should not happen but there can be significant delay opening the dashboard if there is no upstream connectivity.

Check the system logs for errors at that point once you are able to get connected again.
