pfsense WiFi Self Registration

I'm looking for a way to self register Wi-Fi clients with a portal that would require them to enter in their email address, mobile phone number, select the terms and conditions. Once done, they are redirected to our web site and are then able to access Internet. If the same Wi-Fi client leaves and comes back after a day or a week, etc., it recognizes that they already self registered prior and just presents them with the terms and conditions only before allowing them access to the Internet.

Any ideas?
