Failover WAN2 gateway offline

I am using TMobile LTE as WAN2 via a new Netgear LB2120 modem plugged into OPT1.
When I go to Status -> Gateways it will show the main WAN as online but WAN2 is offline.
When I go to System -> Routing -> Gateway Groups and set the WAN as Tier1 and WAN2 as Tier2 and unplug the WAN ethernet the internet is offline.
If I adjust both to Tier1 in a load balancing scenario then with the WAN ethernet unplugged the WAN2 connection picks up even though the Gateway still reports as offline.
My presumption is that failover only works when a gateway is reported as online.
I have also placed the main ISP on the OPT1 which lights up as online. When I place the LTE connection on the WAN port it still reports as offline but the service still works when not in failover.
My laptop can connect to the LB2120 and pull a public IP address without issue.
Any idea on what is going on with the failover? Thank you.
UPDATE:
First off, just figured out that LTE networks only use carrier grade NAT which means even if I place my LTE modem in bridged mode, I'm still in their network and not truly going to pull a public IP. Ugh. Their network is an IPv6 with IPv4 network translation. I do get a IPv6 address with some configuring but not without majorly adjusting settings within pfSense and I need IPv4 anyway for port forwarding.Now to answer my own question for others reseraching the same deal, since I'm still in a carrier grade NAT even in bridged mode, pfSense will say offline. Since the LTE modem is the failover and if neither WAN or WAN2 work then I'm toast anyway, I just set the WAN2 to not be monitored and failover works. Go to:
System -> Routing -> Gateways and edit WAN2 gateway and next to Gateway Monitoring check to disable.
