install offline packages on pfsense 2.4.3(amd64) xg-1540

i want to install openvpn client export packages, my pfsense is not connecnted to the internet.
where i find all the packages for pfsense and how i install the packages with offline state. -
Packages are only available for pfSense 2.4.4 and up, trying to install those packages on 2.4.3 will corrupt the installation. Connect your pfSense (temporary) to the internet, update pfSense to 2.4.4p2 and then install the packages you need.

can i upgrade from management gui ?

i try to install fron vga console.
the upgrade guide explained only about VM , I use with (amd64) xg-1540.
from the console when i choice upgrade from console i get error.
