Hawaii DNS setup - Quad9

Question from Hawaii on the setup of Quad9 for pfsense. My Internet here is unique as most of the popular servers are 2500mi away, and with noticeable lag or delay. On Oahu, Timewarner hosts its own DNS serves which are only 10ms away, while all mainland DNS servers are 60+ms away, including Quad9.
Using namebench – Quad9 is slow, the 209 is local TW DNS.
