Hello guys again. So i just realized that my Isp tends to throttle down my internet speeds in the afternoon between 2pm–5pm. How can i use pfsense to stop that? That is beacause i know VPN's do that but, installing a VPN on every device on the network is tiresome.

More likely your ISP has over sold their service and things get busy during that time.

How can you get full bandwidth from your ISP when they aren't allocating it to you?
            You probably cannot.
But if you're using any old hubs in your network, moving to switches might help.

What you're experiencing I believe is very common.
            This might help.....
