Scheduling a second Isp backup for specific clients

Hello guys. I am a Wisp somewhere in Africa and i also have a pfsense box running. I have been having problems with my Isp regarding throttling on my connection from 2p.m to 5p.m evening hours, where the internet is very slow that my clients cannot do most of their work. I would like to add another Isp as a backup that would cover only some ctitical clients such as businesses and not homeusers. So that when throttling happens, the the 2nd Isp kicks in for them, but not all the clients. How may i achieve that?

How are you planning on determining when throttling happens?

It happens every weekdays from 2p.m to 5p.m,always. So i am using that as a hint on when it happens. -
Switching them is going to cause their public IP address to change so they are going to see their connections drop. You will also need to kill all states from them on the first connection to stop them continuing to use the slow one and force them over to the fast one. I'm assuming here you are natting them.

I would use a load-balance gateway group on a scheduled firewall rule. Maybe weighted towards the 2nd ISP. Set it to catch only the preferred clients. See how it goes. They will have to open new connections to see the new gateway when the schedule kicks in but it they're mostly web browsing that should be fine.
