[sync_settings] an error code was received while attemping XMLRPC sync

I have two newly installed PfSense servers that I testing right now before I deploy.  One has the LAN IP of 10.10.2.222 the other 10.10.2.223.  The one with 10.10.2.223 is getting the following error when I try to sync:

Acknowledge All: An Error Code Was received while attemping XMLRPC sync with username admin http://10.10.2.223:80 code 2: invalid return payload enable debugging to examine incoming payload

I am very new to this and not even sure how to enable debugging or what exactly that is telling me.  Any thoughts?
