User Manager only allows password reset of local user?

running 2.4.4-RELEASE-p3
When I select User Manager, I only have the option to change my password.
I must be missing something. Help?
again. there is NO OPTION to add/edit users or groups, the one and ONLY option is to change my password.

Yes, I had the same question

In 2019. ..... 2.4.4-p3 had a user manager bug.

Why is that, today, important ?
