I have a VLAN which has my file server running SMB. I have created an alias with has the 137:139 ports (SMB_PORTS). What is the correct way to create a rule that will allow another VLAN to access my file server? I have tried various rules, but I am still not able to access the VLAN.

Post a screenshot of your rules.

Did kill the firewall states after creating the rule ?

Take a screenshot and drag it into the message window.
