User manager does not give the expected options

Buenas tardes, estoy tratando de crear un usuario para pfsense y cuando voy al user manager solo da la opcion de cambiar de contraseña.

Como puedo volver a tener la lpcion de crear usuarios ?

To apply the patch you need the patch package
patch https://github.com/pfsense/pfsense/commit/cf529cbe33ae53f3f95b37a227da141b97465f20.patch
