Hi, I was planning to make my own Radius Server on Cloud. Copying the concepts of the WiFi Solutions like, Purple, Tanaza, IronWifi or Socifi

I was told that Setting up a Radius server on local network isn't possible to make it externally or cloud.

So I was thinking buying a Pfsense cloud on AWS.
Before buying it, my question is that the Radius that I am going to setup on Pfsense cloud will be accessable for my Access point for the user to be able to authenticate the Wifi?

You mean using the Freeradius package in pfSense?

If you want this purely as a radius server you should use something intended for that, not pfSense.
