Netgate SG-3100 LAN ports cannot go through LAN Gateway.

That is not something you check to do static dhcp reservations...
Dude - thanks for wasting my time.. And every one else in this thread.. Spending cycles trying to figure out what is wrong is you shot yourself in the freaking foot, and didn't even mention it.. I asked you 9 some hours ago even directly about static arp..
If you don't know what something is, and you can not figure it out from reading the book or the docs - than freaking ask before freaking clicking it.. If it was something that should be checked it would of been checked out of the box ;)
Back in your first post - oh by the way I clicked this this and this that are not default.. Do you think they could of have anything to do with it <rolleyes>

I like it when I can say... i told you ...

reinstall from scratch, who know what experimentation you did in the last two month to end like this

Hmm, unclear if you had static ARP entries in place or if adding them allowed clients to connect.
Either way you should not need statuc ARP entries. I would remove all of them and just go with the default DHCP settings. Test that and make sure it's working as expected.

In 3.5 years here at Netgate plus a long time before that I have never seen a situation that required Static ARP to fix.
