Failover WAN in OPT1 works but is veeeeery slow, but works fine when plugged in to laptop

I have a SG-3100 with Spectrum plugged in to the WAN port and a netgear LB1120 4G Modem plugged in to OPT1 as a failover. I have the two ports set up as a gateway group and OPT1 works as a failover when we disconnect Spectrum on the WAN. HOWEVER, it is incredibly slow when used as the failover and latency is very high, between 80 and 200. The odd thing is that if I connect my laptop in to the Netgear LB1120, its incredibly fast and responsive. Am I missing a setting?
