I am currently forwarding a few ports between from an external address on one WAN to an external address on my seconday WAN. Is there a way to add SNAT to the forwarded traffic leaving the second WAN?

Yes you can add an outbound NAT rule on WAN2 to do that. You would have to choose the matching carefully though since I assume source address could be anything.

Problem possibly located. If a interface IP is changed those changes do not appear to update any NAT services even during a reload. Only a reboot and then re-creating the NAT rules appeared to work

Depends how you have the rules configured. If they are using references like 'interface IP' and 'WAN address' etc they should update.
Hard coded IPs will not update there.

@stephenw10 Nothing was hard coded but I confirmed the issue with tcpdump. The areas where this impacted me seemed to be only in NAT functions
