pfsense 2.4.4 p3 new install bootloop

Hello,
I'm trying to do a brand new install on a system. Hard drives are blank, all hardware testing good.
The problem is that it just bootloops, constantly.
- This happens regardless or if I have efi or legacy boof turned on or off.
- The problem is NOT resolved with the set kern.vty=sc fix.
- I verified the sha256 hashes
- I tried flashing with both Rufus and Etcher with both compressed and uncompressed images
- I've attempted various boot options including single user mode and safe mode
The hardware is an HP z220 configured as follows:
- Intel Xeon E3-1240v2
- 4GB RAM (ECC)
- 120GB SATA SSD
- Intel I350-T4
- nVidia gt710

As an update:
In a last ditch effort I have attempted to install the 2.4.3 release image (also sha256 verified) and observed the same boot-looping behavior.
I then tried some of thr troubleshooting I attempted previously, mainly disabling EFI boot. Once EFI was completely turned off I was able to boot into the installer. Things seem normal, BUT if i choose to install with GPT the EFI boot partition is not detected with efi boot re-enabled. and if installed with MBR it simply does not detect a valid bootable disk. I'm not sure if the issues are related, but I'm having a hell of a time installing pfsense regardless of the version.
edit: Just confirmed that using this "disable efi" method, installing with BSD labels does not work either. no boot device detected.
I don't know if it would be easier for you to help with the boot loop or with the no boot device being found after install.

Hello again,
I have resolved the second "no boot device" issue. I had to disable AHCI. It works fine in IDE mode with Legacy boot.
I'd LIKE to resolve these problems if possible as I'd preferably like to run with UEFI and AHCI enabled.
