? Looks like you are trying to run pfSense PHP code on a workstation and not in pfSense. You have to install pfSense as a complete operating system on a computer or virtual machine.Do not install it on your desktop system directly or it will replace your desktop OS and that's almost certainly not what you want.

As said above : pfSense is an OS. It's not some just some collection of PHP files.
You can of course run it on your desktop : Fire up your favourite VM host, create a VM, and install it in there. The whole thing. -

The PHP bits are only a part of pfSense, they are not "pfSense" as such. pfSense is the entire product built from the pfSense/pfSense, pfSense/FreeBSD-src, and pfSense/FreeBSD-ports repositories. It must be run as a separate operating system, it cannot run inside another operating system without being completely virtualized in a hypervisor.

You'll be needing a compatible device with at least two NICs (network interfaces).
This could be a VM, this or an ordinary PC.
The SG1100 will get to you preloaded with pfSense.
Or visit https://www.pfsense.org/download/ and download a copy - and burn it to a USB key.
Then as usual, read the notice first https://docs.netgate.com/pfsense/en/latest/install/index.html and do what's explained.Basically, installing pfSense is like installing, for example, Windows 10. The hardware requirement are not the same : you do not need the latest graphics card to run it - just a second internet card (do not choose build-in wifi as a second LAN interface ....).
