      When I am logged in with a user from Active Directory via LDAP, and try to create a certificate. The certificate disappers after page refresh and also under user manager any change made does not apply, they revert back to previous state.

        Your user is probably a member of a group which has the Deny Config Write privilege on it. Login as admin locally and remove that privilege from the group.
