What does "not stable" mean? Usually that implies that it works but doesn't stay connected. But the text of your post seems to imply it doesn't connect at all. Which is it?

I don't have anything using PPPoE on 2.4.5 right this moment, but I know others that do and haven't seen any complaints. The PPPoE systems I do have, including my edge, are all on 2.5.0 and are working fine there.

          Hi Jimp,

It works after a fresh reboot but a couple of minutes it disconnect and could not reconnect again, so I have to restart the server.

          This is may current setup
          WAN1 - Static
          WAN2 - PPPoE
          LAN

It only occur if I set the WAN2 as a default gateway.

          Thanks,

            2.4.5-RC (amd64)
built on Fri Mar 06 21:05:39 EST 2020
            FreeBSD 11.3-STABLE
I have the PPPoE and multi WAN.
I have configured WAN1 as static and wan2 as PPPoE. WAN2 is selected as default gateway.
            Nothing happens. Works rock solid
Look at Status/System/Logs/PPP may be you will find out something.

What hardware you use and do you have something unusual in system log?
                  Status/System Logs/System/General ?
