Can't delete limiters

I have a Netgate XG-7100 with 2.4.4-RELEASE-p3.
When I try to delete a limiter, I get this alert (and I'm not trying to delete the last limiter):

🔒 Log in to viewI gone through all the firewall rules & can't find any limiters set on the rules.
And even with the limiters disabled, they still seem to be active & limiting traffic.

I've already reset the states table. Any other suggestions? -
you need to check your firewall rules first and search for the one that have that limiters referenced inside, there must be still something on one of the interfaces somewhere or go to Status > Filter Reload. and reload

Thanks for the reply.
I rebooted the system & now the limiter info is cleared out, but it still won't let me delete them.
I've gone through every rule and can't find any that have a limiter set. Why can't the error message just tell me which rule it thinks has a limiter set?
