      I am attempting to use HFSC to shape Usenet traffic on my network. My goal is to allow Usenet to use 100% of my internet bandwidth unless another protocol, ie. HTTP(Netflix traffic) is in use, in which case I want to reduce the allowed bandwidth for my Usenet connection accordingly. I set up everything and started a Usenet D/L, with the shaper running Usenet max's out at approx 50% of available bandwidth. Below is what I have for internet/connections.

      I currently have 3 different wan connections. I have two 6Mbs DSL connections and one 4g LTE connection that I have combined into a gateway group. I used the Traffic shaping wizard and set all of my bandwidth limits accordingly.
      Next I created 2 floating rules for port 563, one for TCP with a ackqueue/queue of qACK/qP2P and one for udp with qP2P.
      I can see the Usenet traffic hitting is the queue monitor, I tried changing the qP2P(lan interface) upper limit, m2 to 100% and no change. I have messed with endless settings and read everything I can find and nothing seems to change. Any help would be appreciated.

        Still haven't got this working. Can anyone help me out? Usenet traffic is hitting queue but not utilizing all of the available bandwidth.
