ISP giving my firewall Special Use IP

We recently had severe weather which caused internet to be out for several weeks. It's now back up. But I see my router's WAN interface is getting an address in the IANA Special Use range of 100.64.0.0/10. But If I plug my laptop directly into their drop, I get the usual publicly routed address. This is causing my Dynamc DNS to be incorrect, as WhatsMyIP shows the usual public address and not the Special Use address. My ISP doesn't see to have a clue why that's a problem or why only my router is getting that address. Which brings me here. Is there anything I can do on my end?

What's your DHCP lease time from your ISP? It could be your firewall is still being assigned that address, while the computer, with a different MAC, gets a different address. Try the dhclient -r command. Then try for a new address.
Here's some info on it:
The client normally doesn't release the current lease as it is not re-
quired by the DHCP protocol. Some cable ISPs require their clients to
notify the server if they wish to release an assigned IP address. The
-r flag explicitly releases the current lease, and once the lease has
been released, the client exits.
