DNS Resolver Not Resolving Host Overrides

My DNS resolver isn't resolving any of my host overrides. I turned it on for Tested across multiple PCs on the network. All pings go out into the wilderness and won't resolve to the IP specified.

Screenshots of settings below. There are no DNS servers specified in General Setup or the LAN DHCP Server.

Any ideas?
