Dual WAN Load balancing weight not working

I have uneven dual WAN connection. I setup loadbalance and failover by creating three gateways.
LoadBalance - Gateways for WAN1 and WAN2 both on Tier 1 PreferWAN1 - Gateway for WAN1 on Tier 1, and WAN2 on Tier 2 PreferWAN2 - Gateway for WAN1 on Tier 2, and WAN2 on Tier 1
The second WAN (WAN2) conneciton is not good (packet loss) compared to WAN1 and also has low BW, so I wanted to use 1st connection mostly.
I setup weights in Gateway groups as 1st: 5/2nd: 2 but most connecitons using 2nd matter no matter what weight ratio i keep (3/1, 7/3, etc).
Most of the time WAN1 is highly utilized compared to WAN2. PLease can some advise me the correct config. for this issue. -
I have unchecked Sticky connections, added separate DNS for each WAN but these changes are not helping. Can someone help here to sort this issue.

What is the default gateway group on System -> Routing -> Gateways?
What gateway(s) do you have set on all of your outbound wan firewall rules?John

I tried to flush WAN states and reboot but seems not working. The default gateway is Load balance where both links are on Tier1. It seems Failove2 rule is taking all traffic while loadbalance is not utilized. I will try to adjust rule or please advise me best way to configure this rule. .

your rule with 'linkfailover2' is the only rule that is used in your ruleset. that is why everything is going through the 'wrong' wan
