NTP service not synchronized

I have configured the NTP service on the firewall and it is synchronized but clients receive an error when they attempt to synchronize.
The error on the clients are that the Leap Indicator field is set to "alarm condition" value, which means that clock on the server has not been synchronized yet.
Has anyone had any similar issues or know of a way to resolve it?
I have configured several NTP pools in the NTP service and restarting it resolves the error for a short while.
