Best way to limit a VTI Routed IPsec Tunnel

Currently have a VTI routed IPSec connection that I want to put a simple bandwidth limiter on but cannot seem to find a way to handle this at IPSec Interface level (The interface doesn't show up in the By Interface section) or at the IPSec tab (the limiter doesn't work in that rule). The only way I have found is to add the limiter on the rules that are going to the end network.
Is there a better way to handle this? I want to avoid adding the limiters on loads of rules since the IPSec is routing around 10 subnets, all of which have their own rules here and there.
