have to reboot to work for NAT?

Hi,
I was wondering if someone else has had this issue before, Currently not sure why every time i change A NAT rule i have to reboot i even reset the states and still wont work. any ideas? whats odd is that before it was working not sure what happened or what log should i check maybe something got stuck?2.4.4-RELEASE-p1 (amd64) built on Mon Nov 26 11:40:26 EST 2018 FreeBSD 11.2-RELEASE-p4
