"Gathering data" status for gateway that has monitoring disabled

I have a gateway (that works fine) with monitoring disabled, because it is a cellular connection. This gateway is tier 3 in several groups. It always shows as "Gathering data". Is that ok? The gateway group does seem to work fine and it will use the "Gathering data" gateway if it needs to.
