Please help. Been racking my brain for hours about Multi-WAN OpenVPN

I would like only WAN2 to use OpenVPN when it fails over from WAN1.
WAN1=Static for incoming mail.
3 NICs WAN/WAN2/LAN
4 Gateways WAN/WAN2/LAN/OVPN
All assigned DNS
One Gateway group WAN1 Tier 1 WAN2 Tier 2
Blocked Local Networks on ALL interfacesThat is all I need and I have been trying for almost 20 hours to get it right by gleaning info from the web that doesn't seem to give me any direction.
Please help me, I will give any screenshots needed.

Also, no matter what I do, it seems, the WAN1 address is always being used, it never uses the VPN. When I physically disconnect the WAN1 cable modem. OpenVPN has been told to use WAN2 on the OpenVPN setup for this client.

I still don't get what you want exactly in the first place.

If I fail-over it will ONLY use OpenVPN on WAN2

Still doesn't make any sense to me so I will be quiet from now on.

I don't want to use OpenVPN on WAN1 EVER, I just want it to use WAN2.
WAN1 has a Static IP for websites and incoming mail.
WAN2 What I would like is: OpenVPN to allow my servers to stay up.WAN1 NEVER sees OpenVPN.

Not really sure why this is a difficult question.
WAN1 Uses Static (NOTHING ELSE)
LAN either uses WAN1 or WAN2 depending on Failover State
WAN2 Uses OpenVPN (NOTHING ELSE)
