How do I install software on Windows?

I just found that I can't install programs in Windows 10. It was working fine. I looked online and found a few fixes that did not work. I changed the user accounts to full control. I tried running the program as administrator from the drop down list. I found a screen on Microsoft on how to fixit but I can't see how to get to the fix for Install or remove programs.
