I downloaded pfsense 2.4.5-p1 today to try it out in a virtual machine. Running under VirtualBox on Windows 10.

After the install, pfsense gets stuck at the stage DNS resolver starting. It stays there for about 5 minutes.

Going into the WebGUI I see that in the log there is a message:

Unbound /var/unbound/root.key file is corrupt, removing and recreating.

      5 minutes later:

      rc.bootup: sync unbound done.

But the client behind pfsense still cannot resolve DNS addresses.

If I go into the WebGUI and try to disable the DNS resolver, I click Save, and now the WebGUI hangs.

You should not have to but you could try to manually recreate the key:

Though if it was doing that immediately after the initial install I would suggest something went wrong there. Did you try just re-installing?
