odd throttling on default install

Were running a PFsense VM (4cpu 2gb ram) on proxmox to handle our firewalling/routing/vpn/etc. We've noticed that with a stock install and no traffic shaping settings changed we are getting ~500mbit upload speed but only ~25mbit down. Any idea what might be causing this? Has anyone experienced this before?
