Bandwidth usage shown on queue status page is wrong

I'm a little confused...I noticed this first on a new SG-2100 but looked at an SG-3100 and one on PC hardware, and it's the same issue on all. If I open the Status/Queues page, and run Google's speed test (search "speed test" on google.com), or any other speed test, the number for "root queue" is about double the connection speed, and double the qLink queue value. Example:
I'm not saying the connection is slow (or too fast :p) just asking why the root queue is showing double the tested (purchased, expected) connection speed? Or am I missing something?The three above are all on 2.4.5-RELEASE-p1. In my picture above LAN is using CBQ with the bandwidth set to 77 Mbps:
Edit: That office has a 75/15 Mbps cable connection (it tests around 80 without the shaper, hence the use of 77).
I tested on a fourth 2.4.4-RELEASE-p3 at a client, and it has a similar but opposite problem...the speed test result is 59 Mbps down and the status page shows 12 during the test.

Can anyone reproduce besides me or is it something a config setting could cause? (since I set up all four routers)
