Firewall blocking IPSec traffic

Hi,
I have allowed all IPSec traffic like below and everything seems to be okay expect an IP address 172.29.1.17. Please take a look the log file. 172.19.240.2 is my IP behind Netgate and 172.29.1.17 is other end IP via IPSec tunnel. I'm able to ping the IP without issue. I think only TCP traffic is blocked by Netgate. Please advise.
