Add MQTT to notifications

In a Home Automation environment it would be good to run mqtt for notifications as I could then automate things like a router reboot or internal voice or push notification for events such as VPN disconnected. I have done a search but found nothing. Pushover was an option apparently but that relies on an active internet connection which may be the fault I want to report on.
Anyone found a way or keen to write a package?
