Not able to get full throughput when using qos/limiters

I just upgraded our router to the XG-1537. I have tried using both altq shapers and limiters but cannot reach anywhere near full performance when using them. For example I tried to apply a 500Mbit limiter to our guest network but it only gets around 200Mbit. Same problem when using the traffic shaping wizard. According to the stats nothing is getting overloaded. I have verified the traffic is been put in the correct limiter bucket or queue. Is this performance normal, do I need to return the XG-1537 and look for something better?

If you haven't already try system > advanced > miscellaneous
and enable powerd and set it to maximum -
@bobbenheim It was set to Hiadaptive. I just changed it to Maximum. I got around 150 which is in the same range I was getting before.

Got a couple questions for you:
- When using Limiters, what are you using for Scheduler and Queue Management Algorithm?
- Have you already tried increasing the default queue size(s), especially when using ALTQ based shaping? It looks like you have pretty fast connection so the defaults may be too small.

@tman222 when using limiters I disabled all altq shapers, using tail drop for management algorithm, worst case weighed fare queue for schedulers.
When using shapers I was using hsfc. Default queue size from wizard.
