The server has an onboard intel and seems to be recognized from pfsense 2.4.5-p1 but not the other 2 tp link tg-3468 NICs on pci-e ...

It's a Realtek NIC that requires the newer driver. In 2.5.0 do this: https://forum.netgate.com/post/946519
