DHCPv6 Error Saying RA is Running (Actually It's Not)

I'm trying to enable DHCPv6 on my XG-1541 that I use as an OpenVPN server (connected via a static connection to another router). When I try to enable it, I get an error that the DHCPv6 relay agent is active. When I go to the DHCPv6 Server/RA, it's not running.

Is there a command that I can use that will ensure it's stopped?
